The Calgary Regional Partnership (CRP) enlisted Kelly to lead the process to measure progress on implementing the Calgary Metropolitan Plan: a 60-year plan for growth to accommodate the projected 1.2 million new people expected. To do this, she organized a peer review team and contracted Intelligent Futures for engagement support.
Kelly was responsible for the development of the project process, stakeholder engagement, indicator methodology, managing data gathering, and the reporting/approvals process.
The project was unanimously adopted by the CRP Board on March 21, 2014.
