FRANK collaborated with the District of Saanich planning team to engage District of Saanich residents, business owners, landowners, employees, and visitors to envision the future of an area considered the heart of Saanich. This project created a comprehensive 30-year vision and implementation plan for the Uptown – Douglas Corridor. Stakeholders engaged in the various project opportunities created a set of values to guide plan development:

- Enhance the natural environment
- Foster economic vitality
- Integrate mobility
